According to surveys conducted by the Forestry Corps, the plant, together with the husk, it also burned various types of waste (including wood, plastics, packaging and waste water sewage sludge) with concentrations of pollutants (especially heavy metals) exceeding the limits permitted by law . A traffic 40,000 tons of municipal and industrial waste is not treated regularly, from waste disposal facilities in Piedmont, Lombardy, Veneto, Friuli, Emilia Romagna, Tuscany and Puglia. All this was possible because of the false certificates issued by testing laboratories compliant chemicals for a turnover, which, according to initial estimates, is around 30 million € , thanks to government incentives that this kind of works receives: "The main illicit gain comes not only from waste disposal, the sale of renewable energy, for which government incentives are expected," confirms Paul Moizi, commander of the provincial Forestry Service of Pavia. The company would sell its energy (not really clean) at a high price because it encouraged, to the national grid: "Moreover - Moizi continues - the plant had been installed a second generator, which would have served officially in the event of failure of the first, but in reality also produced energy. The husk mixed with industrial waste, in addition, was also sold without authorization, for the production of animal bedding, especially pigs and poultry, and for the production of wood panels.
